That “neck bracelet” is a Torc. It’d be from around 700 BC or so if I remember right. Mostly in Europe.
That dress looks like a 60′s or 70′s cocktail dress without the belt. With the asymmetrical top, I’d guess late 60′s.
The bunch on the left side should’ve been where the belt was folded, looped, or whatever. It probably looked too ‘fancy’ that way.
She does look elegant, though I’m not sure about the shoes.
